The buyer pays. The seller does not pay BSD or ABSD — but if the seller is disposing within the seller's stamp duty (SSD) holding period, separate SSD applies to them.

For an HDB flat, or a new EC bought from the developer, ABSD is remitted automatically: in full if any buyer is a Singapore Citizen, down to a flat 5% for Singapore PR buyers. ABSD is assessed at the highest rate among all the buyers. A married SC + Foreigner couple is therefore charged the Foreigner ABSD rate unless they qualify for the marital remission.
